April 2017 Minutes

REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

April 3, 2017

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Rob Smith, Fran Ash, Michelle Quakenbush 

Absent: Gail Huber, Jan Gill

PREVIOUS MINUTES

Motion by Quakenbush, supported by Ash, to approve minutes of March 6, 2017 with the change- no comments to public comment was held.
Motion carried. 

TREASURER'S REPORT

Motion by Ash, supported by Quakenbush, to approve the treasurer’s report of April 3, balance of $1,764,605.62 and overall balance of $2,318,100.05.
Roll call vote—Yes: Ash, Smith, Quakenbush; No: None.
Motion unanimously carried.

PUBLIC COMMENT

Public comment was held.

Assessor Larry Beltinck stated that before he retires he would like to make sure all the physical assessor cards are up to date with all information. He has been in contact with Katie O’Brien who will do the drawings on the physical cards for $3.00 per parcel. He is working with BS & A & Apex so she wouldn’t have access to all the software. He can also have a company convert the shape files into drawings for 50 cents to $1.00 per parcel. Beltinck will bring back more information to the board on the drawings.
Motion by Quakenbush, supported by Ash, to pay Katie O’Brien $3.00 per parcel to draw land sketches on the physical assessor cards.

UNFINISHED BUSINESS

VALLEY RD
Zoning administrator Bebee stated there is no documentation for the easements on the south side of Valley Rd. The title company would have to do a search. The owners on the north side have easements but the south side has none. 
Motion by Quakenbush, supported by Ash, for the title company to do a search of easements on the south side of Valley Rd. 
Roll call vote—Yes: Ash, Smith, Quakenbush;No: None.
Motion unanimously approved.

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE

ZA Bebee gave his report.
Bebee got information from the Health Dept. on the permit for 6031 E Broadway. The owner is turning it into three rentals but the permit is for a single family, five bedroom home. The neighbors have complained. All parcels in that area are less than one acre. He is in violation of township ordinance. Bebee stated he needs some direction. Attorney Bloem suggested to tell the owner to ask for a variance and see where it goes. Supervisor Smith instructed Bebee to tell him to ask for a variance.

ZONING TRAINING AT COUNTY
There will be a Zoning Essentials training at the City of Mt Pleasant on May 31st from 5:30 to 9:30. The cost will be approx. $50 per person depending on the number of attendees.
Motion by Ash, supported by Quakenbush, to pay for PC and ZBA members to attend the zoning essentials training.

GRAVEL CONTRACTS
Motion by Ash, supported by Quakenbush, to approve gravel contracts in the amount of $49,986.79 for Leaton Rd from Broomfield to Deerfield, Rosemary Lane from Broadway Rd to end, Riverside Dr from Leaton Rd to end, Broomfield Rd from Wise Rd to Chippewa Rd and Remus Rd from Wise Rd to Chippewa Rd.

Motion unanimously carried.

BUDGET AMENDMENTS
Motion by Ash, supported by Quakenbush, to approve the following 2016-2017 budget amendments. Elections: Contracted services $350.00, Assessor: Computer and software $2400.00, Attorney $2400.00, BOR: Education & Training $375.00, Townhall Offices: Contracted services $2000.00, Old township hall $75.00, Cemetery: Supplies $150.00, Contract services, $800.00 Contracted services-cemetery maintenance $400.00, Fire protection: Operating expense $550.00, Drain at Large: $560.00, Streetlights: Links $50.00, PC: per diem $60.00, Zoning Enforcement Officer: $450.00.
Roll call vote—Yes: Quakenbush, Ash, Smith; No: None.
Motion unanimously carried.

Motion by Quakenbush, supported by Ash, to pay the bills.
