September 2017 Minutes

REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

September 5, 2017

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Rob Smith, Fran Ash, Michelle Quakenbush, Jan Gill
Absent: Gail Huber

PREVIOUS MINUTES

Motion by Quakenbush, supported by Gill, approve minutes of August 7, 2017.
Motion carried. 

TREASURER'S REPORT

Motion by Ash, supported by Quakenbush, to approve the treasurer’s report of Sept. 5th balance of $1,711,185.47 and overall balance of $2,265,709.09.
Roll call vote—Yes: Ash, Smith, Quakenbush, Gill; No: None.
Motion unanimously carried.

PUBLIC COMMENT

Public comment was held.

UNFINISHED BUSINESS

VALLEY RD

ZA Bebee gave the board copies of the Private Road Maintenance Agreement. He asked the board to let him know if they had any questions or comments before the Sept. 11th Planning Commission meeting.

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE

Bebee gave his report.
There has been an issue of not having enough ZBA members attending the ZBA meetings. Another alternate ZBA member is needed.
Motion by Smith, supported by Quakenbush, to appoint Gayla Burch as an alternate to the ZBA.
Roll call vote—Yes: Gill, Smith, Gill, Ash; No: None.
Motion unanimously carried.

COMMERICAL PARK

The 40 acres on Airport Road behind Commerical Park is still up for sale. Supervisor Smith stated there are grants for industrial parks and the MMDC could help secure those grants. There are two houses included in the property which could be split off and sold to recoup some of the cost of the purchase.. The asking price is $850,000.00. Supervisor Smith suggested the township make an offer of $250,000.00.
Motion by Quakenbush, supported by Ash, to offer $250,000.00 for the 40 acre property on Airport Rd.
Roll call vote—Yes: Gill, Smith, Quakenbush, Ash; No: None.
Motion unanimously carried.

PAY THE BILLS

Motion by Quakenbush, supported by Gill, to pay the bills.
Roll call vote—Yes: Ash, Quakenbush, Smith, Gill; No: None.
Motion unanimously approved.

OTHER

Smith stated that Isabella County and the townships in Isabella County can each apply for $100,000.00 for the road damage from the June floods but the township needs to adopt a resolution.
Motion by Ash, supported by Gill, to adopt the State Disaster Contingency Fund Grant Resolution.
Roll call vote—Yes: Gill, Ash, Smith, Quakenbush; No: None.
Motion unanimously carried.
