November 2017 Minutes

REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

November 6, 2017

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Rob Smith, Fran Ash, Michelle Quakenbush, Jan Gill, Gail Huber

PREVIOUS MINUTES

Motion by Quakenbush, supported by Huber, approve minutes of October 2, 2017.
Motion carried. 

TREASURER'S REPORT

Motion by Ash, supported by Huber, to approve the treasurer’s report of Nov. 6, 2017 balance of $1,730,953.73 and overall balance of $2,285,581.84.
Roll call vote—Yes: Ash, Smith, Quakenbush, Gill, Huber; No: None.
Motion unanimously carried.

PUBLIC COMMENT

Public comment was held.

Township assessor, Larry Beltinck, stated he hasn’t heard from the girl that was going to do the Apex drawings. Deputy treasurer, Kathy Vanderkolk, has talked to him regarding her doing the drawings.
He has been in contact with BS & A, his software provider, regarding running his software on the township server. They would set it up for free. I. T. Right, a technology solutions company, could then provide regular backups of Beltinck’s data files at cost of $275.00 for the initial set up and a yearly fee of $500.00.

Motion by Ash, supported by Gill, to pay I.T. Right $275.00 for the initial set up fee and $500.00 yearly fee to maintain a regular backup of the assessors BS & A assessing software.

Motion unanimously carried.

Motion by Ash, supported by Quakenbush, to pay Kathy Vanderkolk to do the equalization drawings.

UNFINISHED BUSINESS

VALLEY RD
According to Tim Bebee’s email, he should know something about it after the next Planning Commission meeting.

COMMERCIAL PARK
Supervisor Smith reported there is nothing to report on the land offer.

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE

Bebee was absent. Supervisor Smith read his emailed report.

SUMMERTON ROAD
There was $270,071.19 originally granted to the township to pay for the Leaton Road project. Due to funding from the Indian Bureau of Affairs, the township did not use the funding. The tribe requested the money be re-distributed to Summerton Rd.
Motion by Ash, supported by Quakenbush, to pay $239,872.77 to gravel, grind and pave Summerton Rd.

Motion unanimously carried.

MPV PIPELINE AGREEMENT RENEWAL
The agreement from 1987 which gave MPV access to their pipeline has expired.
Motion by Ash, supported by Gill, to renew the MPV pipeline agreement.
Motion carried.

FIRE DEPARTMENT
Motion by Ash, supported by Gill, to pay $39,610.46 for the township share for labor cost for the fire department.
Roll call vote—Yes: Smith, Quakenbush, Huber, Ash, Gill; No: None
Motion unanimously carried.
Motion by Quakenbush, supported by Ash, to pay $63,313.33 for the township’s share of the fire department budget.
Roll call vote—Yes: Gill, Smith, Quakenbush, Huber, Ash; No: None
Motion unanimously carried.

PAY THE BILLS

Motion by Quakenbush, supported by Ash, to pay the bills.
Roll call vote—Yes: Smith, Quakenbush, Huber, Ash, Gill. No: None.
