REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

February 4, 2019

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Michelle Quakenbush, Gail Huber, Fran Ash, Rob Smith.
Absent: Jan Gill.

PREVIOUS MINUTES

Motion by Quakenbush, supported by Huber, to approve minutes of Jan. 7, 2019.
Motion carried.

TREASURER'S REPORT

Motion by Ash, supported by Huber, to approve the treasurer’s report of Feb. 4, 2019 balance of $1,627,891.93 and overall balance of $2,188,849.15.
Roll call vote—Yes: Huber, Ash, Quakenbush, Smith; No: None.
Motion unanimously carried.

UNFINISHED BUSINESS

NUISANCE PARTY ORDINANCE
Attorney Bloem has sent the ordinance to Sheriff Michael Main and Prosecuting Attorney David Barberi but hasn’t heard back. Attorney Bloem will contact Clerk Ash when the ordinance should be placed back on the agenda.

MASTER PLAN
Letters have been mailed to other entities. Quakenbush will check with ZA Bebee regarding publishing and a public hearing.

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE
ZA Bebee was absent.

MAPLE VIEW ESTATES RESOLUTION
Maple View Estates needs the township board to pass a resolution for the State of Michigan that the township has no ownership of their water supply.
Motion by Ash, supported by Quakenbush, to adopt a resolution that the township has no ownership of or operation, maintenance and administrative responsibilities for the drinking water supply at Maple View Estates which is owned by Pestel Properties, LLC.

PAY THE BILLS

Motion by Huber, supported by Quakenbush, to pay the bills.

OTHER

BUDGET HEARING
Motion by Ash, supported by Huber, to hold the 2019-2020 public budget hearing on March 4, 2019 at 7:30 pm.
Motion carried.
 
BUDGET AMENDMENTS
Motion by Ash, supported by Quakenbush, to approve the following 2018-2019 budget amendments: Elections office supplies: $800.00, Elections contracted services: $3000.00, Assessor salary: $27,000.00, Attorney: $7000.00, Treasurer software support fees: $250.00, Townhall offices operating supplies: $1800.00, Cemetery operation expense: $800.00, Cemetery supplies: $1500.00, Fire Protection: Operating expense: $43,000.00, Roads: $88,000.00, ZBA per diem: $1000.00, Social Security Township Share: $1200.00.
Roll call vote—Yes: Ash, Quakenbush, Smith, Huber; No: None.
Motion unanimously carried.
 
MARIJUANA ESTABLISHMENTS
Attorney Bloem stated it’s up to the board to allow marijuana establishments. If the board passes an ordinance prohibiting them, it can always be re-visited and can be changed. It will give the board time to research and get more information.
Motion by Quakenbush, supported by Ash, to adopt the Prohibition of Recreational Marijuana Establishments Ordinance #2019-1.
Roll call vote—Yes: Huber, Quakenbush, Smith, Ash; No: None.
Motion unanimously carried.
 
2019 MILEAGE RATE
Clerk Ash stated the federal mileage rate is 58 cents. 
Motion by Ash, supported by Quakenbush, to keep the township mileage rate at 50 cents.

Motion unanimously carried.
