REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

February 3, 2020

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Rob Smith, Fran Ash, Michelle Quakenbush, Jan Gill
Absent: Gail Huber

PREVIOUS MINUTES

Motion by Quakenbush supported by Gill to approve minutes of January 6, 2020.
Motion carried.

TREASURER'S REPORT

Motion by Ash, supported by Quakenbush, to approve the treasurer’s report of Feb. 3, 2020 balance of $1,816,058,53 and overall balance of $2,388,967.29.
Roll call vote—Yes: Quakenbush, Smith, Ash, Gill; No: None.
Motion unanimously carried.

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE

ZA Bebee gave his report. The Planning Commission is working on wind and solar ordinances to adopt with the new zoning ordinances. The Master Plan is complete.

2020 BUDGET HEARING
Motion by Ash, supported by Quakenbush, to schedule the 2020 budget hearing to be held immediately following the 7:00 pm March 2, 2020 regular board meeting.
Motion carried.

ELECTION INSPECTORS FOR MARCH PRIMARY
Motion by Ash, supported by Gill, to hire sixteen election inspectors for the March 10th presidential primary.
Roll call vote—Yes: Gill, Ash, Quakenbush, Smith; No: None.
Motion unanimously carried.
The state will be reimbursing all costs for the presidential primary.

ELECTION INSPECTOR WAGES
Ash stated the election inspectors have been paid $10.00 an hour for years. She has talked with other townships regarding how much their inspectors are paid. Township employees are paid $15.00 per hour.
Motion by Ash, supported by Quakenbush, to pay election inspectors $15.00 per hour and the two chairpersons $18.00 per hour.

Motion unanimously carried.

FREED PA 116
Motion by Ash, supported by Gill, to approve the Freed PA116.
Motion carried.

FIRE DEPARTMENT SPECIAL ASSESSMENT
Motion by Ash, supported by Gill, to pay $25,000.00 special assessment for equipment replacement for the Shepherd Tri-Township fire department.
Roll call vote—Yes: Gill, Ash, Quakenbush, Smith; No: None.
Motion unanimously carried.

POVERTY EXEMPTION RESOLUTION
Motion by Ash, supported by Quakenbush, to approve Chippewa Township Poverty Exemption Guidelines Resolution 2020-01.
Roll call vote—Yes: Smith, Ash, Gill, Quakenbush; No: None.
Motion unanimously carried.

PAY THE BILLS

Motion by Gill, supported by Quakenbush, to pay the bills.

OTHER

Clerk Ash stated that Your Way Lawncare has submitted a snowplowing proposal for April 1, 2020 to March 31, 2021.
Motion by Ash, supported by Gill, to accept Your Way Lawncare’s 2020-2021 snowplowing proposal.
Roll call vote—Yes: Smith, Gill, Quakenbush, Ash; No: None.
Motion unanimously carried.
