REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

MEETING HELD VIRTUALLY THROUGH ZOOM

March 1, 2021

Supervisor Smith called the meeting to order at 7:03 p.m.

Present: Rob Smith, Kathy VanderKolk, Fran Ash, Gail Huber, Michelle Quakenbush

PREVIOUS MINUTES

Motion by Quakenbush, supported by VanderKolk, to approve minutes of Feb. 1, 2021.
Motion carried.

TREASURER'S REPORT

Motion by Ash, supported by Quakenbush, to approve the treasurer’s report of March 1, 2021 balance of $2,100,501.99 and overall balance of $2,514, 462.34.
Roll call vote—Yes: Huber, Quakenbush, Smith, Ash, VanderKolk; No: None.
Motion unanimously carried.

UNFINISHED BUSINESS

BLIGHT OFFICER
A Planning Commission member checked with Michael Main, Isabella County Sheriff, to see if someone from the sheriff’s department could work part time as the township’s blight officer but that would not be allowed by the sheriff’s department.

INVESTMENT
Attorney Bloem looked over the township’s investment policy. He said most of it he did not understand. He gave Treasurer VanderKolk some phone numbers of the MTA, Michigan Municipal Treasurer’s Association and Michigan Government Finance Officers Association. VanderKolk stated she did talk to someone at Maner Costerisan, the township’s auditors, and will talk to him some more. She is not ready to commit.
The board would like more information on what can be done regarding investing. The township needs to pass a depository resolution.
Motion by VanderKolk, supported by Ash, to adopt Resolution 2021-03 Designating Depositories.

ZONING ADMINSTRATOR – TIM BEBEE
ZA Bebee gave his update.

SNOWPLOWING CONTRACT
Motion by Huber, supported by Quakenbush, to renew Your Way Lawncare snowplowing contract for 2021-2022.
Roll call vote—Yes: VanderKolk, Huber, Ash, Smith, Quakenbush; No: None.
Motion unanimously carried.

CEMETERY CONTRACT
Motion by Quakenbush, supported by Huber, to renew Grim Enterprises cemetery contract for 2021-2022.
Roll call vote—Yes: VanderKolk, Ash, Huber, Quakenbush, Smith; No: None.
Motion unanimously carried.

BUDGET AMENDMENTS
Motion by Quakenbush, supported by Huber, for the following 2020-2021 budget amendments: Elections: postage $1000.00, Elections: office supplies $200.00, Elections: computer and software $3500.00, Board of Review: per diems $800.00, Township offices: contracted services $1500.00, Township offices: utilities $1500.00, Verizon $100.00, Cemetery: Contracted services $600.00, Streetlights: Broadway $1100.00, Zoning: computer and software $300.00, Insurance: $3000.00.

BRINE CONTRACT
Motion by Ash, supported by VanderKolk, to approve Isabella County Road Commission 2021 brine contract for three applications at a cost of $29, 167.21.
