REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD
August 6, 2018
Supervisor Smith called the meeting to order at 7:00 p.m.
Present: Rob Smith, Fran Ash, Michelle Quakenbush, Jan Gill, Gail Huber.
Quakenbush arrived 7:15 and Gill left at 7:30
PREVIOUS MINUTES
Motion by Huber supported by Gill to approve minutes of July 2, 2018.
Motion carried.
TREASURER'S REPORT
Motion by Ash, supported by Huber, to approve the treasurer’s report of Aug. 6, 2018 balance of $1,757,598.21 and overall balance of $2,325,564.97.
Roll call vote—Yes: Smith, Ash, Gill, Huber; No: None.
Motion unanimously carried.
PUBLIC COMMENT
Public comment was held.
UNFINISHED BUSINESS
VALLEY RD
Public meeting was opened for comments.
Dale Dahlenburg, Michael Lyon, Jr., Michael Lyon, Sr., and Jeremiah Gordon stated they are against the Valley Road improvement and gave the board letters stating their disapproval.
David and Christy Sian spoke in favor of the road improvement.
Attorney Bloem will check into doing a frontage assessment instead of the per parcel assessment and suggested closing the public meeting and bring it back in September.
Motion by Huber supported by Quakenbush to close public meeting and bring it back in September.
Roll call vote—Yes: Gill, Smith, Ash, Quakenbush, Huber.
Motion unanimously carried.
SPORT SHOOTING RANGE LICENSURE & REGULATION ORDINANCE
Public meeting was opened for comments.
Bob Nagy stated the ordinance is not needed.
Those that spoke in favor of the ordinance were: Ron Wilbur, Dick Smillie, Rene Hickey-Niegzoda, Marge Seeley, Rebecca McBride, Roy Seeley, Pat Seeley and Carol Smillie.
Attorney Bloem had sent a letter in April to Black Creek’s attorney indicating that they were out of compliance with the NRA practices and was hoping to get a timeline when they would be willing to comply but has not heard back. Supervisor Smith asked Attorney Bloem if he would contact Black Creek’s attorney again to give them one more opportunity to agree to comply.
Motion by Smith supported by Quakenbush to close public hearing.
Motion carried.
BLIGHT CLEAN UP
Supervisor Smith stated the Rosemary Lane property is being cleaned up.
NUISANCE PARTY ORDINANCE
Attorney Bloem will get a copy of Union Township’s ordinance to Smith. Smith stated he would like it to be a civil matter instead of a criminal offense.
NEW BUSINESS
ZONING ADMINISTRATOR TIM BEBEE
ZA Bebee was absent.
ELECTION WORKERS
Motion by Ash supported by Quakenbush to hire thirteen election inspectors for the August 7th primary election. The chairperson to be paid $15.00/hour and the inspectors $10.00/hour.

Motion unanimously approved.

Motion by Ash supported by Quakenbush to pay $137,815.16 to gravel the following roads:
