REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD
July 2, 2018
Supervisor Smith called the meeting to order at 7:00 p.m.

PREVIOUS MINUTES
Motion by Quakenbush, supported by Huber, to the approve regular and closed session minutes of June 4 2018.
Motion carried.
TREASURER'S REPORT
Motion by Ash, supported by Huber, to approve the treasurer’s report of July 2, 2018 balance of $1,724,963.00 and overall balance of $2,282,287.79.
Roll call vote—Yes: Smith, Quakenbush, Ash, Gill, Huber; No: none.
Motion unanimously carried.

UNFINISHED BUSINESS
VALLEY RD
ZA Bebee did get a bid so a public hearing can be held next month. The special assessment can be spread out over 10 years and needs 51% of residents to agree.
BLACK CREEK
Attorney Bloem sent a letter to Black Creek’s attorney on June 7th regarding the NRA evaluation report. To date, he has received no response from Black Creek.
SPORT SHOOTING RANGE LICENSURE & REGULATION ORDINANCE
The Planning Commisson reviewed the draft ordinance and was pretty much unanimous that the way the statute defines sport shooting range that it could apply to a resident that is just sighting in his gun in his back yard. Attorney Bloem redrafted the ordinance not to apply to your own personal property as long as done in a safe manner. Attorney Bloem will draft the ordinance public notice for the clerk to have published.
NEW BUSINESS
ZONING ADMINISTRATOR TIM BEBEE
ZA Bebee gave his report.
ASSESSOR’S CONTRACT
Clerk Ash received only one resume from Beach Appraisal for the assessor position at a cost of $36,000.00 per year. He is the current assessor for four other townships. Ash has talked to Wise Township and Fremont Township and both townships are very pleased with his work. Current assessor, Larry Beltinck knows him and thinks he will do a good job for the township.
Motion by Quakenbush, supported by Gill, to offer a one-year contract to Bradley Beach of Beach Appraisal for the assessor position.
Roll call vote—Yes: Smith, Gill, Ash, Huber, Quakenbush; No: None.
Motion unanimously carried.
Supervisor Smith will contact Bradley Beach.
BLIGHT ORDINANCE
Supervisor Smith has talked to Attorney Bloem regarding the Rosemary Lane blight issue. It is a rental property. It is not an easy process for the township to pay for the cleanup and the cost be put on the taxes. Bloem stated the township could put a lien on the property. Bebee stated he has talked to the owner and the owner is very frustrated.
Bloem will draw up a promissory note for reimbursement of the cleanup by the township.
NUISANCE PARTY ORDINANCE
Supervisor Smith has a sample of Union Township’s ordinance but there are portions of theirs that would not apply to Chippewa Township. The sheriff’s department would like the township to be able to provide them with an ordinance for when they receive a nuisance party complaint. Attorney Bloem will look over the ordinance.
MMDC
Clerk Ash received an email from Teri Rau, MMDC inquiring if the township would be paying the $5000.00 client fee in September. To date, the township has not used their services.
Motion by Quakenbush, supported by Gill, not to renew the MMDC contract.

OTHER
Treasurer Gill has had issues with her computer.
Motion by Ash, supported by Quakenbush, to approve $800.00 for a new computer for the treasurer.
