REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

June 4, 2018

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Rob Smith, Fran Ash, Michelle Quakenbush, Gail Huber, Jan Gill

PREVIOUS MINUTES

Motion by Quakenbush, supported by Huber, to the approve minutes of May 7 2018.
Motion carried.

TREASURER'S REPORT

Motion by Ash, supported by Quakenbush, to approve the treasurer’s report of June 4, 2018 balance of $1,622,974.07 and overall balance of $2,179,590.92.
Roll call vote—Yes: Smith, Quakenbush, Ash, Gill; No: none.
Motion unanimously carried.

PUBLIC COMMENT

Public comment was held.
Wayne Kerby, A-1 Excavating, stated he has been contracted to remove yard waste, debris, etc. from 591 S. Shepherd. The property had been red flagged for soil excavating last summer. He will be done by November and no soil will be removed.
Motion by Smith, supported by Gill, to approve A-1 Excavating to remove debris, yard waste, stumps, etc. from 591 S. Shepherd Rd.
Motion unanimously carried.

UNFINISHED BUSINESS

VALLEY RD

ZA Bebee stated the bids have not come back so publishing has not been done.

ZA Bebee stated there has been a response from the owner of the Genuine Rd. property. The owner is working with the building dept. and has to get permits from the health department. He also has had a response from the Rosemary Lane owner. He is having issues with a renter. Smith will keep monitoring Rosemary Lane.

ZBA CHAIR – BRIAN SMITH
ZBA Chair, Brian Smith, stated that the MTA recommended township boards share their minutes for informational services. Quakenbush will check with the Planning Commission regarding sharing their minutes.

NEW BUSINESS

ASSESSOR’S CONTRACT
Clerk Ash informed the board that assessor, Larry Beltinck, is retiring. He has offered to assist with writing of an ad to run in the Morning Sun and is willing to sit in on the interviewing process.
Motion by Ash, supported by Quakenbush, to have Larry Beltinck help create ad for the publishing of the assessor position.
Roll call vote—Yes: Smith, Gill, Quakenbush, Ash; No: none.
Motion unanimously carried.

BLACK CREEK
Attorney Bloem suggested going into closed session per MCL15.268(h).
Motion by Ash, supported by Gill, to go into closed session and have ZA Bebee present.
Roll call vote—Yes: Gill, Ash, Quakenbush, Smith; No: none.
Motion unanimously carried.

Board went into closed session at 7:33 pm and back in open session at 8:01 pm.

Motion by Quakenbush, supported by Ash, to authorize Attorney Bloem to put Black Creek attorney on a time line for compliance with the generally accepted operation practices.
Roll call vote—Yes: Gill, Smith, Ash, Quakenbush; No: none.
Motion unanimously carried,

Motion by Quakenbush, supported by Gill, to give a Sport Shooting Range Licensure and Regulation Ordinance to the Planning Commission for review at their next meeting.
Motion carried.

PAY THE BILLS

Motion by Gill, supported by Quakenbush, to pay the bills.
Roll call vote—Yes: Smith, Quakenbush, Ash, Gill; No: none.
Motion unanimously carried.

OTHER

Supervisor Smith stated the township has received $157,720.16 from the tribal 2% grant. $16,720.16 for SCBA bottle replacement for the fire dept., $128,000.00 for road graveling and $12,500.00 general allocation.
