REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

November 5, 2012

A.     Supervisor Smith called the meeting to order at 7:00 p.m.

B.    Present: Rob Smith, Fran Ash, Clair Lapham , Jan Gill , Michelle Quakenbush.

C.    Motion by Quakenbush supported by Lapham to approve minutes of October 1, 2012
        Motion carried

D.    Motion by Ash supported by Lapham to approve the Treasurer’s report of November 5, 2012 balance of $812,072.57 and overall balance of $2,145,717.91.
       Roll call vote yes: Quakenbush, Lapham, Smith, Ash, Gill  No: None
       Motion unanimously carried.

E.    PUBLIC COMMENT
       Public comment was held.
 
F.    UNFINISHED BUSINESS

        FIRE DEPARTMENT  
        Fire Chief Don Brown stated that the Memorandum of Understanding (MOU) agreement has been signed.  The next step is dispatching. The interim director of the 911 center, Marc Griffus, and Rob Germaine has met to work out the details.  The Tribal boundaries are Remus Rd. from County Line Rd to Shepherd Rd to Summerton Rd. and will be a dual dispatch. That should have good impact for residents north of M-20.  The same service will be provided to natives and non-natives at no cost to the township.
       Trustee Clair Lapham had stated on his campaign flyer that the fire department has a rating of nine with one being the best rating. Brown explained how the insurance companies rate departments.  40% of the rating is rated on water availability and another factor is distance from the fire dept. The rating has nothing to do with the performance of the fire dept.  The agreement with the Tribe should have an impact on a lot of the taxpayers in the township. Brown also gave the fire department year-end report to the board.


     WIND TURBINE ORDINANCE
     Quakenbush will email Tim Bebee to get the wind turbine ordinance to the county.
 
 G.  NEW BUSINESS
       Zoning Administrator Bebee was absent.

       ELECTION RECEIVING BOARD
       The Bureau of Elections has stated that there needs to be two election inspectors appointed to a receiving board for the general election to oversee the sealing of the ballot containers.
       Motion by Ash supported by Gill to appoint two election inspectors to the election receiving board.
       Motion carried.
 
        CODE RED
        Code Red is a mass emergency notification.
        The County has a proposal to lower the cost per resident to 46 cents.  The proposal
        is that the County would provide up to 51% of the total project cost.
        Motion by Ash supported by Gill to approve the new rate of 46 cents per resident
        for Code Red.  Roll call vote yes: Gill, Ash, Quakenbush, Lapham, Smith.
        Motion unanimously carried.

      BLIGHT OFFICER
      The blight officer position will be tabled and the supervisor will confer with the township attorney.

     2013 MTA EDUCATIONAL CONFERENCE
     Motion by Ash supported by Gill to approve registration, perdiem, mileage and meal allowance for the township board, one member of the Planning Commission, one member of the ZBA and the Zoning Administrator to attend the 2013 MTA Educational Conference in Detroit Jan. 22-25.
      Roll call vote yes:  Smith, Gill, Ash, Quakenbush, Lapham.
      Motion unanimously carried.

    TREASURER WORKSHOP
     Motion by Ash supported by Quakenbush to pay registration, perdiem and mileage for the treasurer and deputy treasurer to attend Treasurer’s Guide to Tax Collecting at the Comfort Inn.
     Roll call vote yes:  Ash, Quakenbush, Lapham, Smith, Gill.
     Motion unanimously carried.
    
    PAY THE BILLS
    Motion by Quakenbush supported by Lapham to pay the bills.
    Roll call vote yes: Smith, Ash, Lapham., Quakenbush.
    Motion unanimously carried.

Motion by Quakenbush supported by Lapham to adjourn.  Meeting adjourned 7:32p.m.
