REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

September 4, 2018

Supervisor Smith called the meeting to order at 7:00 p.m. 

Present: Rob Smith, Michelle Quakenbush, Jan Gill, Gail Huber.
Absent:  Fran Ash

PREVIOUS MINUTES

Motion by Huber, supported by Quakenbush, to approve minutes of Aug. 6, 2018.
Motion carried.

TREASURER'S REPORT

Motion by Quakenbush, supported by Huber, to approve the treasurer’s report of Sept. 4, 2018 balance of $1,698,760.15 and overall balance of $2,103,867.58.
Roll call vote—Yes:  Smith, Gill, Huber, Quakenbush; No: None.
Motion unanimously carried.

AGENDA CHANGE
 
Motion by Smith, supported by Quakenbush, to move Sport Shooting Range Licensure and Regulation from Unfinished Business to follow the treasurer’s report.
Motion carried.
 
SPORT SHOOTING RANGE LICENSURE & REGULATION ORDINANCE
Supervisor Smith stated that there were conflicts regarding what Black Creek Conservation Club was doing and what people thought they should be doing. The NRA field people did an inspection of the club and gave Black Creek a list of twelve things that needed to be worked on. It was not the intention of the township board to restrict anyone’s rights to use guns on their personal property but to regulate commercial use of a shooting range.
Attorney Bloem stated that Black Creek was sent a letter in August 2017 asking them to comply with the NRA Field Range manual. In October he followed up with another letter. In June 2018 he sent Black Creek’s attorney a copy of the draft of the ordinance and another letter in July that it was going to be discussed at the August meeting.
Bruce Eggers, President of Black Creek Conservation Club, stated the club is working on revising and updating the range to bring it into conformity of the range book and safety is number one. He stated when people complain he would like to be told what the complaints are and that there was a lot of misinformation out there. In the future he would like to be informed of complaints. There is inter-conflict within the club.
Motion by Smith, supported by Gill, to do nothing with the Sport Shooting Range Licensure & Regulation Ordinance and give Black Creek one year to comply with the NRA rules.

Public comment was held.

UNFINISHED BUSINESS

VALLEY ROAD
Supervisor Smith contacted Summit and they aren’t going to cooperate, so the condition of Valley Rd. will stay as is.
NUISANCE PARTY ORDINANCE
Attorney Bloem gave Smith copies of nuisance party ordinances from Union Township and the City of Mt Pleasant.  He suggested they be given to the Planning Commission for review.

NEW BUSINESS

ZA Bebee was absent.

Motion by Huber, supported by Quakenbush, to pay the bills.
