REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

August 7, 2023

Supervisor Smith called the meeting to order at 7:00 p.m.

Present: Rob Smith, Fran Ash, Kathy VanderKolk, Bob Wetherbee
Gail Huber arrived at 7:07 pm.

PREVIOUS MINUTES

Motion by VanderKolk, supported by Ash, to approve meeting minutes of July 3, 2023.
Motion carried.

TREASURER'S REPORT

Motion by Ash, supported by Wetherbee, to approve the treasurer’s report of Aug. 7, 2023, balance of $1,975,276.39, unavailable $1,475,445.54 and overall balance of $3,450,721.93.
Roll call vote—Yes: Smith, VanderKolk, Ash, Wetherbee; No: None.
Motion unanimously approved.

UNFINISHED BUSINESS

Parking lot and firehall septic moved to new business.

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE

PARKNG LOT
ZA Bebee gave the board site plan maps for the new parking lot. It will go to the Planning Commission. He will see about getting 4 or 5 bids and talk to the health department.

DRAINAGE ON VROMAN UPDATE
Bebee will talk to the county drain office to improve drainage on Vroman Rd. There is both a ditch and a county drain on Vroman.

FISHER SAND OPERATION UPDATE
Bebee has been working with individuals at Fisher’s. The Isabella County Road Commission is requiring a cash bond.

CAMELOT LAKE
The Planning Commission is holding a public hearing at their August 14th meeting regarding lake residential zoning.

FEE SCHEDULE
Bebee will come back to the board with the time he takes for special use permits, etc. to see if fees should be re-assessed.

FIREHALL INTERIOR PAINTING
Supervisor Smith has obtained some bids for interior painting of the firehall. The entire interior, ceiling, walls, floors, and doors are to be painted.
He received a bid from Garage Floor Coating of Michigan for $8777.14 for clear epoxy over cement, which didn’t include carpet area or bathroom.
He received a bid from Mid-Michigan Painting in Beaverton for primer and two coats of paint on walls, ceilings, and doors for $38,608.00. Bid includes removal of all carpeting and flooring, repairing cracks, priming and painting all floors, walls, ceilings and doors.
Motion by Huber, supported by VanderKolk, to pay Mid-Michigan Painting to remove carpeting and flooring, repair cracks and prime and paint the entire interior of the firehall for a cost of $38,608.00.
Roll call vote—Yes: Ash, Wetherbee, Smith, Huber, VanderKolk; No: None.
Motion unanimously approved. ARPA funds will be used.

BUDGET AMENDMENTS
Motion by Ash, supported by VanderKolk, to amend budget line item firehall building improvement by $14,000.00.
Roll call vote—Yes: Wetherbee, Huber, VanderKolk, Ash, Smith; No: None.
Motion unanimously approved.

Motion by Ash, supported by Huber, to amend budget line item pension employer by $2000.00.
Roll call vote—Yes: Ash, VanderKolk, Wetherbee, Huber, Smith; No: None.
Motion unanimously approved.

Motion by Ash, supported by VanderKolk, to remove past treasurer, Jan Gill, as signer on pension and add current treasurer, Kathy VanderKolk, as signer on pension.
Motion carried.

PAY THE BILLS

Motion by VanderKolk, supported by Ash, to pay the bills.
Roll call vote—Yes: VanderKolk, Huber, Wetherbee, Smith, Ash; No: None.
Motion unanimously approved.
