Planning Commission (PC)

CHIPPEWA TOWNSHIP
 PLANNING COMMISSION MEETING

Call to Order at 7:00 pm.

Present: Bob Wetherbee, Pat Doyle, Michelle Quakenbush, Susan Gates (Chair), Monica Richer, Rod Reid, Bill Miller; Zoning Administrator (ZA) Bebee.
 
Pledge of Allegiance.

Unanimous approval of the November 11, 2013 meeting minutes.

Correspondence: None.

Audience Participation: None.

Motion to change the Order of Business from Old to New first.


New Business:

Special Use Request: of Jim Paetschow (Mid Michigan Towing), 6793 East Pickard Road (Wells Cargo Site). He is an auto repair shop doing mostly insurance repairs. He is requesting to sell cars repaired at that site. He does have a Dealership License. It will not be turned into a junk yard. Discussion by Board.

Motion Made to recommend to Township Board to accept the Special Use Request with: Only Vehicles for Sales that were repaired on the premises.. No More than 6 cars at one time.

Roll call vote: Wetherbee Y, Doyle Y, Quakenbush Y, Richer Y, Reid N, Miller Y.
Motion Carried.

Fencing enhancement request: by Jim Paetschow for the 6793 East Pickard Road. The decorative fence will be placed on the Southerly portion (Road Side) of the building; security fence to be placed on the remaining three sides of the property.

Fence request on Industrial Zoned Property: Thomas Lankford, Great Lakes Geophysical, 266 Enterprise Drive, Mt. Pleasant. Requesting placement of a chain link security fence surrounding the leased parcel of Lot 11 of Commercial Park East, Section 7. Under the advice of his insurance co. after a theft last year he was advised to put up such fence. Fence will be 6 (six) feet tall with barbed wire above that. Discussion by Board.

Motion to approve Fence.

Roll Call Vote: Wetherbee Y, Doyle Y, Quakenbush Y, Gates Y, Richer Y, Reid Y, Miller Y.
Motion Carried.

Special Use Request: Eric’s Auto Body, 6828 Lea Pick Drive, Mt. Pleasant, for the sale of vehicles that are repaired on the premises to be sold on the premises, also a Used Car Dealers License Class B. Discussion by Board.

Motion to recommend to the Township Board for the approval of the Special Use Request and not to exceed 6 (six) cars for sale at one time and his Class B Used Car Dealer License.

Roll Call Vote: Wetherbee Y, Doyle Y, Quakenbush Y, Gates Y, Richer Y, Reid Y, Miller Y.
Motion Carried.

Complaints to ZA in regard to the sale of the property at 8114 E Pickard. It is a 6 bed facility by Community Mental Health for Adult Foster Care.

 

Old Business:

Master Plan Review with Planner.

Zoning Ordinance Review with Planner.

Supervisor Spread Sheet: ZA Handed out a Spread Sheet of the last few Years Activity Report.

Pledge of Allegiance.

Unanimous approval of the minutes of the October 14, 2013 meeting.

Audience Participation: None.

Old Business: Tabled for completion of the Master Plan and Zoning Ordinance.

New Business: Eric Puhlman, owner of Puhlman Motorsports, 1647 Lincoln Rd, requested to move his Dealers License from Lincoln Rd to 6828 Lea Pick Dr: Eric’s Auto Body Business. This will enable him to sell cars at Lea Pick Dr. Board agreed it does comply with requirements; however, in order to accomplish what needs to be done, a Special Use Permit will be submitted. ZA will walk him thru that step. This should complete the process before his plates (license) expires.

Supervisor Smith has requested of ZA Bebee and Zoning Enforcement Agent Jason Ellis to do a spread sheet to have on it data pertinent to monthly requests, complaints, permits, etc. This will be submitted to Township Clerk Ash every month for the Board to review.

Next meeting: December 9, 2013, at 7:00pm. This meeting will include Master Plan Overview.

Unanimous approval of the minutes of the September 09, 2013 meeting.

Audience Participation: None.

No New or Old Business as it is all on hold until the completion of the Master Plan and Zoning Ordinance.

ZA stated that the property of Wells Cargo, 6793 E Pickard Rd, is looking to be sold and will now become a wrecker service.

Cindy [Master Plan consultant] will not be available tonight. Our next meeting with Cindy will be on Monday, November 11, 2013. We will also have a meeting with Cindy on December 09, 2013. The Public Hearing for the Master Plan is scheduled for Wednesday, December 11, 2013.

Board would like an itemized Activity Report of the ZA.
