CHIPPEWA TOWNSHIP PLANNING COMMISSION MEETING
December 12, 2016 Minutes

Call to Order 7:00 pm

Present: Bill Miller, Rod Reid, Monica Richer, Susan Gates (Chair), Michelle Quakenbush, Pat Doyle, Bob Wetherbee
Absent: ZA Bebee.

Pledge of Allegiance. 

Unanimous appoval of both minutes from November 14th regular meeting and November 28th Special Use meeting.

Audience Participation: None 

Correspondence: None

Old Business:

Moving forward on the Master Plan and Ordinances.
 

New Business:

Township Board approved the dog grooming business on River Road.

CHIPPEWA TOWNSHIP PLANNING COMMISSION MEETING
November 14, 2016 Minutes

Call to Order 7:00 pm

Present: Bill Miller, Rod Reid, Monica Richer, Susan Gates (Chair), Michelle Quakenbush, Pat Doyle, Bob Wetherbee, ZA Bebee.

Pledge of Allegiance. 

Audience Participation: (Later, special use permit) 

Correspondence
ZA received a letter from FEMA.
ZA received a letter in regard to utility corridors and pipelines. ZA sent this letter to Attorney Bloem for clarification.

ZA had gotten a complaint regarding a violation of ongoing excavating of a pond on Baseline Road. A cease and desit order was sent out. Mr. Mogg, the excavator, appeared before the township boad, The township board gave him a time limit and allowed him to finish with no further excavation.

Another Violation: 6031 East Broadway, north side, complaint of parking. It is a single family dwelling and the owner has turned it into three (3) apartments. ZA is working on this.

Old Business:

Cindy has received the maps and is putting together costs.
 

New Business:

Home occupation special use permit, in an accessory building. Submitted for a dog grooming business (for their daughter) at 10441 East River Road. Janet and Mike Fenton are requesting a Public Hearing Special Use for this business. Public Hearing will be November 28th Monday, at 6:00 pm.

Bill voiced a concern about dump trucks dumping leaves etc on Summerton Road across from Mid Michigan Community College. This location has been in violation in the past. ZA will look into it.

October 10, 2016 Minutes

Call to Order 7:00 pm

Present: Bill Miller, Rod Reid, Monica Richer, Susan Gates (Chair), Michelle Quakenbush, Pat Doyle, Bob Wetherbee, ZA Bebee.

Absent: None.

Pledge of Allegiance. 

Minutes: Unanimous approval of the minutes from September 12, 2016.

Correspondence: None.

Audience Participation: None. 

 

Old Business:

Maps have not been reviewed by Cindy yet.
Sub-committee has reviewed eight (8) sections (of the Ordinances).
Michelle updated board on the Township Board. New fire truck is scheduled to be delivered by the end of the year. Supervisor Smith has gotten calls thanking him on the road improvements.
 

New Business:

None.

Audience Participation: Dick Smiley inquired on the status/progress of the Black Creek Sportsman's Club. Michelle will confer with ZA Bebee. 

 

Old Business:

Maps were returned from Cindy. Reviewed, audited and sent back to Cindy..
Sub-committee, moving ahead with the progress on the Ordinances.

None.

CHIPPEWA TOWNSHIP PLANNING COMMISSION MEETING
August 08, 2016 Minutes

Call to Order 7:00 pm

Present: Bill Miller, Pat Doyle, Michelle Quakenbush, Susan Gates (Chair), Monica Richer, Rod Reid.

Absent: Bob Wetherbee, ZA Bebee

Pledge of Allegiance. 

Minutes: Unanimous approval of the minutes from July 07, 2016.

Correspondence: None.

Audience Participation: None. 

 

Old Business:

Supervisor Smith has gotten in touch with Cindy. Cindy explained ZA can print out the maps. ZA tried and found that the resolution (pixels) were blurry. ZA will get back with Cindy.
Sub-committee is still moving ahead on the Ordinances.
Michelle updated the Planning Commission on what was happening at the Township Board level.

 

New Business:

Tri-board meeting scheduled for August 15, 2016, 7:00 pm..

July 7, 2016 Minutes

Call to Order 7:00 pm

Present: Bob Wetherbee, Pat Doyle, Michelle Quakenbush, Susan Gates (Chair), Monica Richer, Rod Reid.
Absent: Bill Miller

Pledge of Allegiance. 

Minutes: Unanimous approval of the minutes from June 13, 2016.

Correspondence: Emails between ZA, Fran, & Gordon, reviewing the shooting range issue.

Audience Participation:

Larry Shinkle, 8867 E Pickard Rd, Mt Pleasant, inquired if his complaint in regard to a fence violation has been looked at. ZA took a copy of his complaint, would consult with Supervisor Smith and get back to Mr. Shinkle.

 

Old Business:

Nothing has been heard from Cindy. Supervisor Smith will get in touch with her for an update. Sub-committee is still moving ahead on the Ordinances.
No additional action has been taken by ZA on the blight issue on M-20.

 

New Business:

ZA is working with Attorney Bloem on the Black Creek Sportsman's Club.

Correspondence:
ZA received another letter omitting another parcel from the flood plain.

Complaint from a resident concerning a fenced in horse in an AG district. Resident was concerned about possible flies and the smell.

 

ZA continues to work on blight issue regarding renter on the north side of M20 east of Shepherd Road.

 

Old Business:

Sub-committee is continuing to make progress. ZA did hear from Cindy about the maps. ZA asked Cindy to send us six (6) sections enlarged.

 

New Business:

ZA is working with Attorney Bloem on the Black Creek Sportsman's Club.

Call to Order 7:00 pm

Minutes: Minutes of the April 11, 2016 meeting unanimously approved with the corrections of the spelling error words, inquiring not inuring (in correspondence), and sign not sigh (in new business second to last sentence).

Sub-committee continuing to make progress on the Ordinances. No change on the Master Plan.

 

New Business:

ZA is continuing to work with Black Creek Sportsman's Club regarding their activities.

Minutes: Unanimous approval of the minutes from February 08, 2016.

Audience Participation: Richard Smiley, 254 S Leaton Rd, Mt Pleasant, inquired about burning in a burn barrel. Answer: at this time we have no Ordinance against it.

--Sub-Committee is continuing to make progress. Objective to get Master Plan together in time for April Board meeting.

New Business: None.

February 8, 2016 Minutes

Call to Order 7:00 pm

Present: Bill Miller (Acting Chair), Rod Reid, Monica Richer, Michelle Quakenbush, Pat Doyle, Bob Wetherbee, ZA Tim Bebee.

Minutes: Unanimous approval of the minutes from January 11, 2016.

Correspondence:
--ZA had a letter from the DEQ granting a request for water to be drawn from the Salt River without creating a deficiency downstream.

Old Business

--The neighborly dispute on Foster Rd has created a larger problem. A law suit is in progress with lot sizes and boundary disputes to be settled by the bank and court.

--Sub-Committee is continuing to make progress.

New Business: None.

April 11, 2016 Minutes

Call to Order 7:00 pm

Minutes: Unanimous approval of the minutes from March 14, 2016.

 

Audience Participation: None.

 

Correspondence:
One letter was received in regard to a noise complaint inquiring about a Noise Ordinance. No such ordinance as yet. Township Board will discuss the need for a Noise Ordinance and get back to the PC.

Another letter was received in regard to a blight complaint on Chippewa Rd.

 

Old Business:

Sub-committee is making progress on the zoning and Master Plan. Cindy has not gotten back to ZA in regard to the maps. Rob Smith, the township supervisor, will try to contact her to see about the maps.

 

New Business:

Under the direction of Attorney Bloem, ZA has met with three (3) of the six (6) founding members of the Black Creek Sportsman's Club. ZA is presently checking the zoning ordinances to see at what point the activities were grandfathered in, and at that point the need for a Special Use Permit for any new activities.

Black Creek would also like to put up a sign of advertisement on Chippewa Road. Our ordinance presently doesn't permit it. They will have to go through MDOT or the County for an alternative; they can do that.

January 11, 2016 Minutes

Call to Order 7:00 pm

Present: Bill Miller, Rod Reid, Monica Richer, Susan Gates (Chair), Pat Doyle, Bob Wetherbee, ZA Tim Bebee.

Minutes: Unanimous approval of the minutes from December 14, 2015.

Audience Participation: Kathy Vanderkolk inquired if three (3) acres are needed to raise chickens. ZA agreed.

Correspondence:
--ZA had a letter from the State of Michigan asking for verification on an Auto Repair Business on Foster Rd.
--A neighborly dispute is taking place on Foster Road. An inquiry to the ZA for assistance. The Township has no involvement in this matter.
--Blight Problem on NE Corner of Shepherd Road and M-20. Correspondence issued, no response..

Old Business:

Master Plan: ZA has contacted Cindy for an update. 

Report from the sub committee—progress is being made. Next meeting 1/18/16.

New Business: None.
