2022 Mosquito Control Program
Chippewa Township has contracted APM Mosquito Control (APM) to continue the mosquito control program for the 2022 season. APM specializes in municipal and community-wide mosquito management programs. APM was established in 1986 and has over 30 years of experience in integrated mosquito management. APM's main office is located in Armada, Michigan. This brochure is being provided to the community as insight into APM’s approach for an effective integrated mosquito control program for Chippewa Township property owners and residents. This information also explains how we as property owners and residents can assist in this plan.
INTEGRATED MOSQUITO MANAGEMENT
This is a process, consisting of the balanced use of environmentally compatible and economically feasible products, to reduce mosquito populations to a tolerable level. APM develops and implements comprehensive integrated mosquito control programs. The basis of every APM control program is biological larval control. All potential mosquito larval habitats are surveyed, cataloged and mapped. Routine larval surveys are then scheduled to determine where larvae are developing and what actions need to be taken to control them. Adult mosquito populations are also sampled using a network of light traps. These surveillance activities allow APM to plan and implement larval and adult mosquito control applications in a manner consistent with Integrated Mosquito Management (IMM) protocols.
The primary objective of IMM is to prevent the development of mosquito larvae by using biological methods, thus minimizing the need to “fog” for adult mosquitoes. The use of ULV (ultra-low volume) fogging gives good but only temporary results under acceptable weather conditions and is not generally cost effective as a sole means of control. Biological larval control methods take advantage of natural enemies to reduce mosquito populations. Natural enemies fall into 3 categories: those that prey on mosquitoes; parasitize them; or act against their hormonal system. APM uses biological control in all three areas.
Bti (Bacillus thuringiensis var. israeliensis) is a naturally occurring spore and crystal forming soil bacteria. Bti’s active ingredient has been shown to be toxic only to mosquitoes, black flies and closely related species, with no toxic effects on other aquatic organisms. A Bti application in late April to lowland/woodland areas will be the initial step of the villages integrated mosquito control program. Mosquito control activities are limited to specific political boundaries, but unfortunately adult mosquitoes don’t obey lines on a map. Thus any program that hopes to have effective control must contend with local larval development and invading migratory adults.
Nature has provided no successful alternative to chemical insecticides for controlling adult mosquitoes. The controlled application of ULV insecticides using modern technology and equipment can effectively reduce adult mosquitoes utilizing extremely small amounts of insecticide. Kontrol 4+4 or Biomist 4+4 is applied via truck and or off road vehicle-mounted equipment. Biomist 4+4 and Kontrol 4+4 are man-made permethrin based insecticides. These products offer excellent effectiveness against adult mosquitoes, low mammalian toxicity, low odor, and rapid biodegradability.
THE MOSQUITO STORY
Mosquitoes (Order Diptera, Family Culicidae) are some of the most adaptable and successful insects on earth and are found in some extraordinary places. Virtually any natural or man-made collection of water can support mosquito production.
Mosquitoes can be distinguished easily from other flies by the fact that they have both a long, piercing proboscis and scales on the veins of their wings. About 60 species are found in Michigan. Only a few of these are important as carriers of disease, but many others are significant nuisances. The two most common mosquito species found in Michigan are Aedes vexans and Culex pipiens. Aedes vexans is known as the floodwater mosquito because it lays its eggs on dry-ground in flood prone areas. Culex pipiens is an important disease vector, known to spread St. Louis Encephalitis, West Nile Virus and other encephalitis diseases.
THE MOSQUITO LIFE CYCLE
All mosquito species have two things in common: they must have water for their early stages; and they all undergo the same four-stage life cycle — egg, larva, pupa and adult. Mosquito eggs are laid individually or in clusters and are deposited either on the water surface or in flood prone areas. Most mosquito species will over- winter in the egg stage. If eggs are laid out of water, embryos may lay dormant for several years. Once the egg hatches, the larval stage begins. The larvae of most mosquito species hang suspended at the water surface using an air tube to breathe. The larvae feed on aquatic organisms near the surface. As a defense mechanism, the larvae can dive deeper into the water by swimming in a characteristic “S” motion. Larvae grow quickly and outgrow their exterior covering. Larvae molt four times. Larval stages last between 5 and 14 days depending on temperature and food availability. No feeding occurs in the pupal stage that lasts from 1 ½ to 4 days, after which the pupal skin splits along the back allowing the newly formed adult to slowly emerge and rest on the water surface. Male mosquitoes will emerge first and linger near the breeding site waiting for the females. Mating occurs quickly after emergence due to high mortality. As much as 30% of the adult population can die per day. The female compensates for this by laying large numbers of eggs, usually about 300. Males live about 7 days and feed on plant nectars. Females live about 6 weeks and must take a blood meal to nourish her eggs. She uses carbon dioxide, exhaled chemicals, and temperature patterns to locate her victims. The average female’s flight range is between 1 and 10 miles, but some species have been shown to travel up to 40 miles. After each blood meal, the female will oviposit her eggs, completing the life cycle. Several oviposits per female are possible.
MOSQUITOES AND PUBLIC HEALTH
Mosquitoes can spread disease only when they bite. During feeding, the female pierces her victim’s skin with her proboscis, injects her saliva, which contains an anti-coagulant and then sucks the victim’s blood in. If the victim’s blood contains disease-causing organisms, the mosquito ingests them too. These organisms are then maintained within the mosquito and eventually may be injected into another victim. In this way, a mosquito can spread disease from animal to animal, animal to man, or even person-to-person. In the U. S., there are about six mosquito-borne viruses that are capable of causing acute infections of the central nervous system. Most often this type of infection causes brain and central nervous system inflammation or encephalitis. The most common types found in our area are West Nile Virus (WNV), St. Louis Encephalitis (SLE) and Eastern Equine Encephalitis (EEE). The only common parasite transmitted by mosquitoes is Dog Heart worm. Transmission of Dog Heart worm occurs only through the bite of an infected mosquito and involves a complicated transmission cycle. Mosquitoes and other insects do not transmit HIV or cause AIDS.
Controlling Mosquitoes
Standing water means mosquitoes. Any standing, stagnant water that remains for 7 to 10 days after a rain can, and usually will, produce mosquitoes.
Empty all water holding containers in your yard on a regular basis, at least once a week. Tires, children’s wading pools, rain barrels, buckets, plant pots, birdbaths, and stored boats are common examples of mosquito breeding sites around the yard.
Leaves and other debris should be removed from eaves troughs and down spouts.
Ditches and retention basins must be kept free of vegetation and debris to promote rapid drainage.
Pond edges should be kept clean of cattails and other aquatic vegetation. This is where mosquito larvae develop and mature.
To reduce the number of adult mosquitoes in your yard, keep your yard mowed as short as is practical. Keep all ornamental shrubs and bushes trimmed and pruned to allow airflow and light to penetrate. This is where adult mosquitoes hide during the day
Good housekeeping is encouraged. Screens on windows and doors should be well maintained to prevent mosquitoes from entering homes, structures as mosquitoes seek out cooler and shaded areas for resting.
HOW THE PROGRAM WILL WORK
Initial spring larvicide application of Vectobac G (bti) to Lowland/woodland wet areas during mid April to mid May.
The mapping and surveying of mosquito breeding sites in Chippewa Township and development of historical data. 161 breeding sites were mapped in 2015 and will breed at varying times of the year. The larviciding of these sites when found breeding with Vectobac G (bti) or Vectolex FG (Bs). This will be an ongoing process.
The placement of dry ice baited CDC traps and New Jersey Light traps for adult mosquito monitoring and disease testing.
Residents are encouraged to call the toll free number (877) 276-4714 when noticing excessive adult mosquito populations and or have standing water in their immediate area.
A weekly nighttime ULV application to targeted areas of the township from a truck mounted sprayer. This application is dependent on traps thresholds exceeding 20 females and weather conditions meeting the following criteria. Winds must be less than 10 mph. Temperature must be above 55*F and not raining at time of application. ULV normally occurs between Memorial Day through Labor Day as needed.

PUBLIC NOTICES
Public notice announcing the mosquito control program will be published in the local newspaper and also be posted at various locations throughout the township. We request that all property owners who are renting or leasing their properties to notify their tenants either by passing this information on to them or advising them that this information is available at Chippewa Township office.
Those who believe that their mosquito population is excessive are to Contact APM at (989) 426-2420 or their toll free number for an onsite inspection and additional treatment if the need is necessary and weather conditions permit. APM’s toll free number is (877) 276-4714
Those residents that would like to be notified before mosquito control applications are performed may request they be notified by calling APM at our local number. (989) 426-2420.
Notice: Property owners and residents who do not wish to be treated by this method of mosquito control are to fill out the letter of objection (included with this information) and submit it to Chippewa Township, 11084 E. Pickard Rd., Mount Pleasant, MI 48858. These properties will be identified as non-treatment areas.

ZA Bebee gave his report. He has been working on zoning violations of Black Creek. Black Creek didn’t apply for a special use permit. They have put in pistol ranges and have night shooting. Neighbors have been asked to leave at gunpoint. Sheriff Main was in the audience and suggested that the township adopt a noise or nuisance ordinance.

Motion by Ash, supported by Quakenbush, to approve gravel, grind and pave Summerton Rd. from Broomfield to Deerfield at a cost of $176,607.00. The tribe is funding $151,607.00 of it.

Motion by Huber, supported by Quakenbush, for new gravel on Baseline Rd. from Loomis to Wise at a cost of $14,469.56 which is half of the cost. Denver Township is paying for the other half.

ZA received a letter in regard to utility corridors and pipelines. ZA sent this letter to Attorney Bloem for clarification.
ZA had gotten a complaint regarding a violation of ongoing excavating of a pond on Baseline Road. A cease and desit order was sent out. Mr. Mogg, the excavator, appeared before the township boad, The township board gave him a time limit and allowed him to finish with no further excavation.
Another Violation: 6031 East Broadway, north side, complaint of parking. It is a single family dwelling and the owner has turned it into three (3) apartments. ZA is working on this.

Cindy has received the maps and is putting together costs.
New Business:
Home occupation special use permit, in an accessory building. Submitted for a dog grooming business (for their daughter) at 10441 East River Road. Janet and Mike Fenton are requesting a Public Hearing Special Use for this business. Public Hearing will be November 28th Monday, at 6:00 pm.
Bill voiced a concern about dump trucks dumping leaves etc on Summerton Road across from Mid Michigan Community College. This location has been in violation in the past. ZA will look into it.

One letter was received in regard to a noise complaint inquiring about a Noise Ordinance. No such ordinance as yet. Township Board will discuss the need for a Noise Ordinance and get back to the PC.

Sub-committee is making progress on the zoning and Master Plan. Cindy has not gotten back to ZA in regard to the maps. Rob Smith, the township supervisor, will try to contact her to see about the maps.

Under the direction of Attorney Bloem, ZA has met with three (3) of the six (6) founding members of the Black Creek Sportsman's Club. ZA is presently checking the zoning ordinances to see at what point the activities were grandfathered in, and at that point the need for a Special Use Permit for any new activities.
Black Creek would also like to put up a sign of advertisement on Chippewa Road. Our ordinance presently doesn't permit it. They will have to go through MDOT or the County for an alternative; they can do that.

Minutes: Unanimous approval of the minutes from December 14, 2015.
Audience Participation: Kathy Vanderkolk inquired if three (3) acres are needed to raise chickens. ZA agreed.
Correspondence:
--ZA had a letter from the State of Michigan asking for verification on an Auto Repair Business on Foster Rd.
--A neighborly dispute is taking place on Foster Road. An inquiry to the ZA for assistance. The Township has no involvement in this matter.
--Blight Problem on NE Corner of Shepherd Road and M-20. Correspondence issued, no response..
Old Business:
Master Plan: ZA has contacted Cindy for an update.
Report from the sub committee—progress is being made. Next meeting 1/18/16.

Correspondence:
ZA--letter from cell tower provider south of M-20 on Wise Road. Will be conducting renovations within the fenced in area. This is a permitted tower.
Handout from ZA--resident Valarie Stark, Happy Feet Childcare, 3731 S Shepherd Rd, Mt Pleasant, request increase the number of children from six to twelve (6-12). State required sign off from township. Discussion by board. Motion stated: residents must provide a 12x18 turnaround (gravel, cement, or asphalt). NO ONE is allowed to back out onto Shepherd Rd. Ms Stark stated she would comply and put in a 12x18 turnaround. Motion made by Flegel, second by Reid. Roll call vote--all in favor. Motion carried.

Blight officer update: could be installed as early as January 03, 2022 township board meeting.
New Business:
Township board asked the planning commission to look at storage units. Presently permitted in industrial only. Lengthy discussion on possible storage units in other zoning classes. ZA will prepare something for board to review for January meeting.
Township board authorized for a lawyer specializing in municipal work, Chris Patterson, tentatively to attend January 03, 2022. Board is encouraged to attend.

ZA Bebee gave an update.
A group of residents has formed a Foster Rd. group complaining about the odor of marijuana growing in the area.
Motion by Quakenbush, supported by VanderKolk, for ZA Bebee to contact a municipal Lansing attorney from FSBR to come to the January meeting to inform the board on marijuana laws and pay an initial consultation fee up to $1000.00.

ZA Bebee stated he has received requests to consider commercial zoning to allow for self-storage business. The current ordinance allows them only in industrial zoning areas and there is not much available in industrial zones.

ZA Bebee met with Trevor Reid, who is interested in the blight officer position, to discuss the Code Enforcement position and its duties. There are several items that need to be discussed by the township board: wages, vehicle signage, reimbursement, etc. Attorney Bloem will go over the current blight ordinance to see if it needs revised.

Attorney Bloem will make modifications to the policies and send them to the clerk and treasurer.

Laurie Cary requested partial termination of PA116. Over ten years ago the house was separated from the farmland at 6345 E. Deerfield Rd. They were unaware it was in the PA116 program. Now after the house has been sold several times it has come up on a title search. She is asking the 1.56 acre parcel the house is on be released from the program.

HALL WATER PUMP
Clerk Ash stated the water at the hall failed on a Saturday during a rental for a fundraiser. She called Sawade Drilling and they determined a new water pump and control box was needed. ZA Bebee gave an update.
PHONE SYSTEM
Lightning hit the phone lines and phone system in June. Frontier had to repair and replace the phone system. The cost for replacement with a four-year warranty is $11,322.66 and includes lightning protection. The township’s insurance paid $6516.74. There may be an additional $300 charge for a dual network interface card.

CONSUMERS ENERGY STREETLIGHT RESOLUTION
Consumers Energy is replacing the streetlights with LED lighting at the corner of Leaton and Broadway and needs a resolution for the change. There is no cost to the township.
Motion by VanderKolk, supported by Quakenbush, to approve the change in the standard lighting contract with Consumers Energy at no cost to the township.

CONFLICT OF INTEREST POLICY
Supervisor Smith and Treasurer VanderKolk have filed for ARPA funds and a Federal Procurement Conflict of Interest Policy is required to acquire the funds.

Attorney Bloem is putting together a letter describing the duties of the Code Enforcement Agent. We have a candidate interested in this job.
Lawsuit with Clark has been dismissed without prejudice (he withdrew). However, the township is still going forward.
Audience Participation:
Robert Wimer, 1939 S Wise Rd, Mt Pleasant, is leasing property to Luke Goenner, located on M-20 just west of Wise Road. A semi-trailer is placed on this property. It is in violation of the right-of-way. Chair Gates informed him he was also in violation of Ordinance 5.04 and 5.04a. The semi-trailer was considered a billboard. Both ZA Bebee and Chair Gates informed him he is in violation of conducting a business at this location without proper zoning and he can request a rezone to commercial and then put up a sign within the guidelines.

Jordan Briggs, 1604 E High, project manager (representing Goenner Landscaping), spoke describing risks as to why the soil to be disposed of cannot be put behind the pipeline and on the remaining property. Mr Briggs requests to remove approximately 10,000 yds of sand for this dig. Mr Briggs assured the board he would maintain the excess dirt from the road daily, as well as the building inspector will be in contact with Mr Briggs.
Discussion and motion to approve site plan for pond excavation made by Reid, second by Wetherbee.

Motion by Ash, supported by Huber, to approve the treasurer’s report of July 5, 2021 balance of $2,280,201.65 and overall balance of $2,452,187.78.

BLIGHT OFFICER
Supervisor Smith and ZA Bebee met with the township attorney. The board was given a copy of a letter drafted by attorney Bloem outlining blight enforcement procedures.
Trevor Reid was in attendance. He is a former police officer and is interested in the blight officer position. Supervisor Smith will meet with him.
CYBER INSURANCE
Clerk Ash applied for cyber insurance through Amwins. Motion by Quakenbush, supported by Huber, to approve the cyber insurance policy proposal for an approximate cost of $2239.98.
